The Board of Aldermen of the City of Memphis met in a regular session on Thursday, December  4th, 2025, at 6:30 P.M. in the Memphis City Hall at 125 West Jefferson Street in Memphis.  Mayor Mike Ahland called the mee�ng to order. Aldermen present were Lane Campbell, Ka�e  Harris, Mike Stone, and Mike Gundy. Others in atendance were Joni Robinson, Sewer  Department Head, Lucas Woollums, Road & Street Department Head, Roger Tinkle, Parks and  Pool Department Head, Cecily Williams, Atorney Bret Bozarth, and City Interim Administrator  Regina Long. 

PLEDGE OF ALLEGIANCE 

Minutes 

Alderman Harris made a motion, and Alderman Gundy seconded, to approve the minutes from  the meeting held on November 6th, 2025. Vote: Harris, Stone, and Gundy all aye. 

Payment of Bills 

Alderman Harris made a motion, and Alderman Gundy seconded to approve payment of the  monthly bills as presented. Vote: Harris, Gundy, and Stone all aye 

Citizen Participation 

Chris Feeny from NEMO RPC discussed with the Board of Aldermen the need for the City to  appoint a representative to both the Transportation Advisory Committee and the Executive  Board. 

Alderman Harris made a motion to appoint Regina Long for our seat on the Executive Board and  Mike Gundy for our seat on the Transportation Advisory Committee. Alderman Stone seconded.  Vote: Harris, Stone, and Gundy all aye. 

Unfinished Business 

Memphis Memorial Airport-Fuel System Install Bid Proposal 

Regina presented the bid for the Airport fuel project and discussed it with the Board of Aldermen. 

Harris made a motion to approve the bid for the Airport project from Mid-State Petroleum  Equipment, INC. Gundy seconded. Vote: Stone, Harris, Gundy. All aye

New Business 

Gary Webber, Missouri Rural Water Association (Lagoon Project) 

Gary Webber from the Missouri Rural Water Association recommended to the Board of  Aldermen that the City of Memphis raise its sewer rates.  

Alderman Harris made a motion to set a public hearing to discuss sewer rates on January 8th, 2025. This motion also includes permission for Brett to create an ordinance regarding the  recommendations. Aldermen Gundy seconded. Vote: Stone, Harris, Campbell, Gundy. All aye. 

Cary Sayre, PE, Allstate Consultants LLC (Lagoon Project) 

Cary Sayre discussed various options to help with the Lagoon project.  

Hay Bids 

Regina presented a request to advertise for bids for the hay grounds. 

Aldermen Harris made a motion to advertise for bids for the Lake ShowMe tracts one and two,  Airport, and Cemetery. Stone seconded. Vote: Stone, Harris, Campbell, and Gundy. All aye. 

Cemetery Mowing 

Regina presented to the Board of Aldermen the recommendation that the City take back the  mowing of the cemetery rather than bidding it out. 

Alderman Gundy made a motion to that the city take back mowing of the cemetery. Harris  seconded. Vote: Stone, Harris, Campbell, Gundy. All aye. 

Hiring a water plant operator 

Regina conducted interviews for the water plant operator. She presented to the Board of  Aldermen the candidate who was hired for the position. 

Alderman Gundy made a motion to ratify the hiring of Matthew Williams as a water plant  operator. Harris seconded. Vote: Stone, Harris, Gundy. All aye.

Reports 

Street Department Head 

Roger Tinkle reported on the Street Department's monthly operations and duties. The crew  flipped archery targets at the Old Lake, trimmed and removed several trees throughout town,  and cleaned multiple roadway culverts. Antifreeze levels were checked in trucks and  equipment, and snowplows were prepared through preventative checks and maintenance on  plow trucks. The shower house was winterized and closed for the season, and fish pumps were  removed from cleaning stations. Trash, targets, and bathrooms were checked weekly, and  grates and tube ends were cleaned. Staff attended flood meetings every Monday and  addressed several issues at the airport. 

Electrical Department Head 

Jordon Fulk reported on the Electrical Department's monthly operations and duties. The crew completed several locates, repaired street lights around town, and responded to several service  requests. Christmas lights were taken down around the square, and work began on hanging  new light strands on the buildings. All Christmas decorations were brought up from the Lodge  basement and went through them. All Christmas decorations were installed on the square,  including garland, lanterns, snowflakes, and Christmas trees along the highway. Additional light  for the Magic Tree was repaired. Heaters at the light plant were repaired, electrical service was  restored to a residence on Lincoln Street, and all capacitor banks in town were removed for the  winter. The area in front of the light plant was cleaned and graveled, and work was completed  below the retaining wall. Building permits were reviewed and approved, and a new electrical  service was trench for a residence on North Cecil Street. 

Water Department Head  

Randall Aldridge reported on the Water Department’s monthly operations and duties. The crew  worked out at the Johnston property. They repaired a fire hydrant that had been struck at East  Mety & Watkins Street. The department fixed a water service leak on Route M. Routine DNR  bacteria and E. coli water samples were collected and submitted. 

Sewer Department Head 

Lucas Woollums reported on the Sewer Department’s monthly operations and duties. The crew  conducted routine lagoon and lift station inspections, met with Gary Webber, and collected and  submitted quarterly sewer samples. The department completed demolitions and cleanup of  the old house at the Johnston property, shoveled and salted the sidewalk at City Hall, and  replaced a door handle on the dump truck. 

Parks and Pool Department head 

Cecily Williams reported on the Parks and Pool Department’s monthly operations and duties.  She has continued to maintain all city parks and completed housekeeping and updates at the  Brown office. She assisted at City Hall as needed. Contractors have begun painting and making  repairs at the pool. 

City Interim Administrator 

Regina Long reported on the City Administrator’s monthly operations and duties. She  completed the utility billing and ensured the bills were issued. She conducted interviews for  the City Clerk position and the water plant operator position. She is currently training the new  Health Insurance Clerk. She has been working on the Block grant, and she has remained in  contact with Cary and Gary regarding the lagoon project. 

Regina proposed that the City office be closed for a full day on December 26th instead of a half day closure on December 24th. 

Alderman Harris made a motion to have employees work a full day on December 24th and allow  them to have a full paid holiday on December 26th. Gundy Seconded. Vote: Stone, Harris,  Gundy. All aye. 

Council Reports 

Alderman Campbell reported that he had no complaints or concerns from citizens. Alderman Gundy reported that he had no complaints or concerns from citizens. Alderman Stone reported that he had no complaints or concerns from citizens. Alderman Harris reported receiving positive feedback on the City of Memphis' streets Mayor Ahland reported that he had compliments on the snow removal.

Alderman Harris made a motion, and Alderman Campbell seconded to adjourn into closed  session pursuant to RSMo. 610.021(1) – Legal actions, causes of action, or litigation and any  confidential or privileged communications between a public governmental body or its  representatives and its attorneys; RSMo. 610.021(3) – hiring, firing, disciplining, or promoting of  particular employees. The meeting adjourned into a closed session at 8:45 p.m.
