NOTICE OF OPEN MEETING & VOTE TO CLOSE PART OF THE MEETING 

Notice is hereby given that the City of Memphis Board of Aldermen will conduct an open meeting at  6:30 pm on Thursday, November 7th, 2024, at the Memphis City Hall, 125 W. Jefferson, Memphis, Missouri. The tentative agenda of this meeting includes:

BILL NO. 1206 | ORDINANCE NO. 24-10  

AN ORDINANCE PROVIDING FOR THE REGULAR MUNICIPAL ELECTION FOR  THE CITY OF MEMPHIS, MISSOURI, FOR THE YEAR 2025 

BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF  MEMPHIS, MISSOURI, AS FOLLOWS: 

SECTION 1. A general election of the City of Memphis, Missouri, as provided and  required by law, shall be held Tuesday, April 8, 2025, for the purpose of electing the following  officers of the City of Memphis, Missouri: 

  • An Alderman to represent the East Ward of the City of Memphis, Missouri, to serve in  such capacity for a term of two years. 

  • An Alderman to represent the West Ward of the City of Memphis, Missouri, to serve in  such capacity for a term of two years. 

  • A City Marshal for a term of four years. 

SECTION 2. Said election shall be held in conformity with all ordinances of the City of  Memphis, Missouri, and the laws of the State of Missouri governing the conduct of elections. 

SECTION 3. The City Clerk is hereby directed to submit a sample ballot and the notice of  election as required by law in a timely manner to the County Clerk, who is the election authority  by provision of the State of Missouri. 

SECTION 4. All qualified persons who wish that their names shall appear on the ballot as  a candidate of said election shall file a declaration of candidacy in writing with the City Clerk no  earlier than on December 10, 2024, at 8:00 a.m. and no later than December 31, 2024, at 5:00 p.m.  The City Clerk shall then cause the names of all persons declaring their candidacy to be placed on  a sample ballot showing such persons to be a candidate for the office to which they seek to be  elected.

SECTION 5. All ordinances or parts of ordinances in conflict with this ordinance are  hereby repealed insofar as they do conflict. 

SECTION 6. If any clause, word, paragraph, section, or other part or portion of this  ordinance is held to be invalid, illegal, or unconstitutional for any reason, the Board of Aldermen  hereby declares it would nevertheless have enacted the remaining portions thereof and such  remaining portions shall remain in full force and effect. 

SECTION 7. This Ordinance shall be in full force and effect from and after its passage  and approval.

The Board of Aldermen of the City of Memphis met in regular session on Thursday,  November 7th, 2024, at 6:30 P.M. in the Memphis City Hall at 125 West Jefferson Street in  Memphis. Mayor Mike Ahland called the meeting to order. Aldermen present were Mike  Gundy, Lane Campbell, Katie Harris, and Jenny Aldridge. Others in atendance were, Derek  Weber, City Electric Department Head Jordan Fulk, Water and Sewer Head Randall Aldridge,  Rode and Streer Head Roger Tinkle Parks and Rec Department Head Cecily Williams,  Atorney Bret Bozarth, City Administrator Stacy Alexander, Office Clerk Jessica Newcomer.

Alderman Harris moved and Alderman Aldridge seconded to approve the minutes held on  October 3rd, 2024 with the correction that the money from the playground equipment was  transferred — Alderman Harris moved and Alderman Aldridge seconded to approve 

Payment of Bills 

Alderman Aldridge moved and Alderman Campbell second to approve payment of the monthly  bills as presented. Vote: Aldridge, Harris, Campbell, Gundy, all aye 

Citizen Participation 

Derek Weber spoke with the council about the Brownfield Grant. Weber helped the council  better understand the Brownfield Grant and what it is used for. 

The Brownfield Grant is used for cleaning up old commercial or industrial properties that might  have oil, fuel, lead, and other materials making it contaminated. This grant will help get these  properties cleaned up and make it possible for another business or housing to be put there. 

Unfinished Business 

The Alderman made a motion to set the new Electric Rates. 

Alderman Harris moved and Alderman Gundy seconded to approve the Electric Rates. Roll Call  vote: Aldridge, Harris, Campbell, Gundy, all aye. 

The Ordinance for the new Electric Rate will go into effect in January 2025.  

Employee Handbook 

The Alderman is giving the employees till January to look over the Employee handbook and see  if they have any changes or any updates, they think need to be done to the employee  handbook. The changes to the handbook will be done in January 2025.

City Clerk Newcomer Proceeded with the first reading by the title of Bill No. 1206. Alderman  Harris moved and Alderman Campbell seconded to approve the first reading. Roll call vote:  Aldridge, Harris, Campbell, Gundy, all aye. 

City clerk Newcomer proceeded with the second reading by the title of Bill No 1206. Alderman  Aldridge moved and Alderman Gundy seconded to approve the second reading. Roll call vote:  Aldridge, Harris, Campbell, Gundy, all aye. 

Bill No. 1206 passed and became Ordinance No. 24-10 

Employee wages 

The Alderman spoke about the wages of the Linemen. The Alderman also spoke about the  Linemen's contracts. 

Linemen Wage 

Aldermen Harris made a motion that attachment A for the budget be altered for all Linemen’s  wages be raised to Thirty dollars a hour. Aldermen Gundy seconded the motion. Vote: Aldermen Harris, Aldermen Gundy Aye. Aldermen Aldridge, Aldermen Campbell, NO.  Tie Vote. 

Mayor Ahland broke the tie with a NO vote.

Reports 

Street Department Head Roger Tinkle reported on the department's activities over the last  month. The road and street crews have removed the playground equipment at Johnson Park  and replaced all the mats under the swing sets so that they can put up the new equipment.  They have also cut down several trees around town. 

Electrical department head Jordan Fulk reported on the electrical crew’s activities over the past  month. The electrical crew did locates and read in and out. The light crew also trimmed trees  out of primary lines and fixed street lights around town. The light crew got all the Christmas  lights out and ready to be put up for the holidays. 

Water/sewer department head Randall Aldridge reported on the water/sewer activities for the  month. The water/sewer crew found and fixed a leak by Gas & More. The crew also flushed  dead-end hydrants and tested chlorine residuals. They also sewer jetted on the east side of  town and did the problem areas on the west side. The crew also did monthly water samples  and installed meters. 

Parks and Pool department head Cecily Williams reported on the department's activities over  the last month. Cecily helped take down the old playground equipment at Johnson Park and put  up a new park sign. Cecily had nine people participate in the Golf Tournament on October 19th and five people sponsor the tournament. Cecily had the company Behle come and winterize the  pipes at the pool for the winter.  

Alderman Gundy had nothing to report on. 

Alderman Campbell had nothing to report on. 

Alderman Haris had inquired about getting a quote from Kiger for new security cameras for City  Hall. Harris also had someone ask about the mowing bids. 

Alderman Aldridge had someone inquire about the hay contracts. 

Mayor Ahland had spoken with the council about the roof at the Water plant needing to be  repaired. Mayor Ahland would like for it to be fixed soon.  

City Administrator Stacy Alexander listed a couple of trucks and mowers on Purple Wave for  sale. Stacy had an inspection done at the backwash pond. Stacy had the contract renewed for  three more years.

The meeting adjourned into a closed session at 8:18 p.m. 

The Council discussed several legal and personnel issues.
